Apparently it’s important to ensure the Ashes series continue

That’s not a problem then:

West Indies & Bangladesh in Div One; England & Australia in Div Two

Lots of rain and not much cricket but Sussex might be heading for a victory that would put them in a promotion spot. Sussex v Hampshire at Arundel in 2018? (and even, Hampshire v Middlesex at Lord’s)

To be honest we already have two divisions in Test Cricket caused by money. The teams that sell are in the top division and those that don’t are in the bottom division. As an example how many home test series have we played against Bangladesh? Or Zimbabwe?

That won’t change even if we have two formal divisions. The money lovers will start to impose conditions for promotion or will ring-fence the top division.
